City Council Regular Hybrid Meeting

Tuesday, February 21, 2023 - 5:00pm


February 15 - The hybrid meeting will be broadcast live on MITV Channel 21 and live streamed on the City Council’s YouTube Channel.

Registering to Speak: Individuals wishing to speak live during Appearances or the Public Hearing will need to register their request with the City Clerk's Office at 206.275.7793 or email the City Clerk and leave a message before 4:00 PM on the day of the Council meeting. Please reference "Appearances" or "Public Hearing" on your correspondence and state if you would like to speak either in person at City Hall or remotely using Zoom. Each speaker will be allowed three (3) minutes to speak. A timer will be visible in Council Chambers, online to speakers, City Council, and meeting participants. Please be advised that there is a time delay between the Zoom broadcast and the YouTube or Channel 21 broadcast.

 Public Appearances: Notify the City Clerk in advance if you will be providing your comments in person at City Hall or remotely using Zoom.  If providing your comments using Zoom, staff will be prepared to permit temporary video access when you enter the live Council meeting. Please remember to activate the video option on your phone or computer, ensure your room is well lit, and kindly ensure that your background is appropriate for all audience ages. Screen sharing will not be permitted, but documents may be Emailed to Council.

January 18 - Notice is hereby given that the Mercer Island City Council will hold a public hearing on Tuesday February 21, 2023, at or after 5 pm to receive comments on proposed interim amendments to Title 19 Mercer Island City Code (MICC).

In 2021, the WA State Legislature enacted E2SHB 1220, which required cities to allow transitional housing, permanent supportive housing, indoor emergency shelters, and indoor emergency housing in residential zones. The proposed ordinance, if adopted, would extend interim amendments to MICC 19.16.010 Definitions adopted by Ord. No. 21C-23 and extended for an additional six months by Ord. No. 22C-14 on July 19, 2022, which is due to expire on March 21, 2023. This includes temporarily amending the existing definition of “Social Service Transitional Housing” to add “emergency housing,” “transitional housing”, and “emergency shelter” as defined within RCW 84.36.043(2)(c) and RCW 36.70A.030. The project will also temporarily amend the definition of “Special Needs Group Housing” to include “permanent supportive housing” as defined in RCW 36.70A.030. The proposed ordinance will extend the interim regulations for another six months and establish a new work plan for adopting permanent amendments.

The public hearing will be held in person at Mercer Island City Hall, 9611 SE 36th Street, and using  Zoom. The public will have the opportunity to comment during the public hearing by attending in person, calling in, or logging onto the meeting as a Zoom attendee. Written comments on the proposal may be submitted to the City of Mercer Island by email to adam.zack@mercerisland.gov until such time that the public hearing is adjourned.
