Background
The 76th Avenue SE Mid-Block Crossing and ADA Improvements project combines two projects from the City’s Six-Year Transportation Improvement Program: 76th Avenue SE Mid-Block Crossing Improvements and ADA Transition Plan Implementation.
The City’s ADA Transition Plan was adopted by the City Council in 2022. This plan helps guide future planning and implementation of necessary accessibility improvements throughout the City. In 2023-2024, the first project stemming from the ADA Transition Plan was completed, with 11 ADA compliant ramps constructed in the Town Center. Continuing into 2025-2026 and beyond, staff are pursuing more ADA improvement projects.
Located in the heart of the Town Center, the existing mid-block crossing between 7620 SE 27th Street and 2690 76th Avenue SE serves nearly 300 pedestrians on a given weekday. Adjacent destinations to the crossing include retail, housing, and transit facilities. A new rectangular rapid-flashing beacon (RRFB) is planned to be installed at this frequently used mid-block crossing to increase the visibility of pedestrians
Description
This project will construct up to 15 ramps throughout the Town Center to meet ADA standards and a new rectangular rapid-flashing beacon (RRFB) at the existing 76th Avenue SE mid-block crossing.
Work also includes new sidewalk, curb and gutter, and utility lid adjustments surrounding ramp construction.

Status Updates
January 30, 2026
The project team advertised for construction bids this week, with submissions due on February 19. The construction contract includes improvements across five sites:
- Site 1, 76th Avenue SE west of SE 27th Street: New rectangular rapid-flashing beacon (RRFB), enhanced illumination, and ADA-compliant curb ramp upgrades.
- Site 2, North Mercer Way & SE 22nd Street: Enhanced illumination and ADA-compliant curb ramp upgrades.
- Site 3, 77th Avenue SE & SE 29th Street: ADA-compliant curb ramp upgrades.
- Site 4, 84th Avenue SE & SE 26th Street: ADA-compliant curb ramp upgrades.
- Site 5, 84th Avenue SE between SE 24th and SE 26th Street: New ADA-compliant curb ramps for mid-block crossing.
January 16, 2026
The project team reached the 90% design milestone in December 2025, on track to complete bid advertisement documents by the end of January. Construction is anticipated to start in April, with the 76th Avenue SE mid-block crossing and the North Mercer Way & SE 22nd Street curb ramps to be completed by early July ahead of roadway overlay work. The remaining curb ramp upgrades are also planned to be completed by mid-summer, with construction scheduled around FIFA World Cup games and other island events.
August 22, 2025
The project team reached the 30% design milestone this week, on track for design work to be completed by the end of 2025. Staff have combined two projects from the City’s Six-Year Transportation Improvement Program into one larger project for construction in 2026, since both projects focus on accessibility improvements in and near the Town Center. Locations selected for ADA ramp upgrades include North Mercer Way & SE 22nd Street, 77th Avenue & SE 29th Street, and 84th Avenue & SE 26th Street. In addition, a new crosswalk with ADA ramps will be installed on 84th Avenue between SE 24th and SE 26th Streets.
August 15, 2025
Starting next week, traffic data, including vehicle queue lengths and pedestrian/bicyclist counts, will be collected to help inform the crossing and ADA improvement designs. Cameras will be set up at the North Mercer Way & SE 22nd Street and 76th Avenue SE & SE 27th Street intersections.
June 6, 2025
This week, staff executed a contract with Transpo Group, an engineering consultant, for design of the 76th Avenue SE Mid-Block Crossing and ADA Improvements project, which combines two projects from the Six-Year Transportation Improvement Program: 76th Avenue SE Mid-Block Crossing Improvements and ADA Transition Plan Implementation. The scope of work includes the design of a rectangular rapid-flashing beacon (RRFB) at the existing mid-block crossing adjacent to 2690 76th Avenue SE, and the design of up to 15 sidewalk ramps in the Town Center to meet ADA compliance standards. Design is anticipated to be completed by the end of 2025 and construction starting early in 2026.
