Background
This annual program repairs and resurfaces residential streets through hot mix asphalt (HMA) overlays. Minor storm drainage repairs and minor water improvements will also be constructed in advance of the resurfacing. Utility work will be funded from the corresponding utility funds.
Project Description
The residential streets of SE 80th and SE 82nd Streets in the neighborhood of Island Point and portions 78th and 93rd Avenues are planned for repaving. Also the intersection of 80th Avenue SE and SE 28th Street in the Town Center will receive an asphalt grind and overlay. These roadway PCI ratings are in the Fair to Very Poor range.
The project has been divided into two construction schedules.
Schedule A includes resurfacing SE 82nd Street between 84th Avenue SE and SE 80th Street, as well as full pavement reconstruction on portions of SE 80th Street, 78th Avenue SE, and 93rd Avenue SE where the pavement has reached the end of its service life. Work includes repairing damaged pavement, rebuilding sections of the roadway where needed, repaving with new asphalt, adjusting utility covers to the new roadway elevation, installing new pavement markings, and restoring disturbed shoulders and landscaped areas. Prior to paving, storm drainage improvements will also be completed to improve roadway drainage.
Schedule B includes resurfacing the intersection of SE 28th Street and 80th Avenue SE in the Town Center. Work includes removing the top layer of existing asphalt, improving the intersection profile, repaving with new asphalt, adjusting utility covers, and installing new pavement markings.

This week, construction began on the City's annual Residential Street Overlays Program. The project includes repaving SE 80th Street and SE 82nd Street in the Island Point neighborhood, portions of 78th Avenue SE and 93rd Avenue SE, and completing an asphalt grind and overlay at the intersection of 80th Avenue SE and SE 28th Street in the Town Center.
The City's contractor, Lakeside Industries, began work this week on SE 80th Street and SE 82nd Street by removing sections of existing pavement and completing pavement repairs in preparation for resurfacing. Next week, the contractor plans to place new asphalt on SE 80th Street, SE 82nd Street, 78th Avenue SE, and 93rd Avenue SE.
July 24, 2026
Construction is scheduled to begin the week of July 27 on SE 80th Street and SE 82nd Street. The City's contractor, Lakeside Industries, will begin by removing portions of existing pavement and completing pavement repairs in preparation for resurfacing. New asphalt paving is anticipated during the week of August 3, weather permitting.
Once asphalt paving is complete on SE 80th Street and SE 82nd Street, the contractor anticipates beginning pavement restoration on SE 93rd Avenue SE and 78th Avenue SE.
December 2025-June 2026
CM Design was hired in December 2025, and design was completed in May 2026. On June 16, 2026, the City Council awarded the project to Lakeside Industries. Construction is anticipated to begin in July 2026 and complete by the end of October 2026.
August 7, 2026
Earlier this week, the City's contractor, Lakeside Industries, placed new asphalt on SE 80th Street and SE 82nd Street. The contractor is also working to complete asphalt paving on 78th Avenue SE and 93rd Avenue SE, with the work anticipated to be completed this week, field conditions permitting. Next week, the contractor is scheduled to complete the asphalt grind and overlay at the intersection of 80th Avenue SE and SE 28th Street in the Town Center during the evenings of August 12 and 13, weather permitting.
August 13, 2026
This week, the City's contractor, Lakeside Industries, completed the asphalt grind and overlay at the intersection of SE 28th Street and 80th Avenue SE in the Town Center during the evenings of August 12 and 13. Completing the work at night minimized traffic impacts in this busy intersection. The contractor will return one night the week of September 14 to complete striping at the intersection.
