Background

Improving the water system is necessary to ensure cost-effective distribution of safe drinking water and adequate fire protection for the neighborhood. The cast-iron water mains are extremely corroded and restrict the flow for domestic water supply and fire flow. Part of the system includes some asbestos cement water mains.

Description

Replace over 4,300 linear feet (LF) of 4-inch and 6-inch cast iron (CI) water main and abandon 1,500 LF of asbestos cement (AC) and CI water main. Fire hydrants, water services, and other system components will be replaced as well.

Status Updates

March 2nd, 2023 Update

Roadway restoration for the 2022 Water System Improvement project is scheduled for next week and will begin on Monday, March 6th, 2023 (weather permitting) in the Madrona Crest neighborhood. This work will take several days to complete. The work includes grinding existing pavement and repaving with hot mix asphalt mostly at half roadway width.  There will be temporary lane closures throughout each of these days with flaggers providing traffic control. The roadways will receive a full-width overlay this summer as part of the 2023 Residential Street Overlay project. 

Paving will occur on:

  • 88th Ave SE from SE 36th St to SE 40th St
  • 90th Ave SE from SE 36th to SE 40th St
  • SE 37th St from 88th Ave SE to 90th Ave SE
  • SE 39th St from 88th Ave SE to 90th Ave SE
  • SE 40th St (some patches)

February 15th, 2023 Update

The water system improvements are complete. Following the completion of roadway restoration, property restoration will continue until completed.

Roadway restoration work previously scheduled for February 16th and 17th has been postponed due to changes in the weather forecast; however, some minor utility work will be occurring in the vicinity of SE 40th and 88th Avenue on Friday the 17th.

October 2022 Update

The City's contractors resumed work this month. All of the new 8” water main pipe is installed and crews are currently completing fire hydrant installations.  Over the next three to four weeks, Fury Site Works crews will be installing new water service lines to all homes within the project.

Over the past couple of weeks, Fury Site Works installed an 8” Ductile Iron water main from just north of SE 40th Street to SE 36th Street on 90th Ave SE and stopped where they will eventually connect to the existing water main on 36th Street. They have also completed the installation of the rest of the 8” DI water main on SE 37th Street from 90th to 88th Ave SE. Fury has decided to leave the neighborhood for 2 weeks to finish another job off Mercer Island, to allow for some supply delays to catch up. The contractor has paved and cleaned up the neighborhood but left material in a safe place as well as some equipment. They are scheduled to be back the first week of October 2022 to finish out the project.

When back, Fury has one more cross street to install the mainline pipe in and that is SE 39th Street and a small section of 4” DI on 90th Ave SE, which will finish the installation of the mainline pipe. Once that work is completed, they will continue with the project by installing water services, fire hydrants, water main connections, air vacuum releases, and paving.

Last week Fury Site Works installed 8” Ductile Iron water main from just north of SE 40th Street to just north of SE 37th Street on 88th Ave SE which is about 840 LF of water main installed in 1 week. They are scheduled to continue installing the rest of the 8” DI water main to SE 36th Street today. After 88th Ave SE is completed (with 8” DI watermain, water services will be installed at a later date), the contractor’s plan is to move to 90th Ave SE and start installing 8” DI watermain from SE 40th north for the rest of the week. This will consist of laying pipe in the northbound lane of 90th Ave SE, backfilling the trench, and temporary paving. Flaggers will continue to maintain a one-lane road from 7:00 AM to 5:00 PM working hours.

Week of August 15th Update

The contractor will be starting the installation of an 8” DI pipe on 88th Ave SE, just north of the SE 40th intersection, and continuing north to SE 36th St. This will consist of laying pipe in the northbound lane of 88th Ave SE, backfilling the trench and temporary paving. Flaggers will continue to maintain a one-lane road during 7:00 AM to 5:00 PM working hours.

August 12th Update

Construction is finishing up its fifth week as of August 12, 2022, on the 2022 Water System Improvements Project (Madrona Crest E)! The contractor, Fury Site Works Inc, completed permanent paving restoration on SE 40th from 88th Ave SE to Greenbrier Ln, Tuesday through Thursday of this week. They are also on 88th Ave SE today receiving their pipe and pipe fittings delivery. This will complete most of the work on SE 40th Street before school gets back in session.

August 10th, 2022 Update

Residents of the Shorewood Apartments are currently impacted by an unrelated water pressure issue throughout the property. While Shorewood is within close proximity to work on this project, the Shorewood Apartments are serviced by an entirely different water system provided by Seattle Public Utilities. There is no physical connection between these systems and the water pressure issue at Shorewood is not connected to any work on this project. Shorewood property management is currently working with Seattle Public Utilities to identify the cause of the issue within their system - the City of Mercer Island is assisting in any way possible.

August 9, 2022 Update

The contractor will be performing final pavement restoration on SE 40th Street from 88th Ave SE to 91st Ave SE. This paving will consist of repairing the trenches that were cut to install water services and water main. Take alternative routes as necessary. Flaggers will continue to maintain a one-lane road from 7:00 AM to 5:00 PM working hours.

Week of August 1st Update

Construction is finishing up its third week as of July 29, 2022, on the 2022 Water System Improvements Project (Madrona Crest E)! The contractor, Fury Site Works Inc, has installed 11 new 1” and 2” water service lines from Greenbrier Ln to 88th AVE SE on SE 40th Street, potholed for existing utilities known and unknown, completed a cut in 12” tee and valve assembly on 12” water main and stubbed out 20+ ft of 8” new DI water main north into 90th Ave SE to get out of SE 40th Street.

Starting the week of August 1, 2022, Fury is scheduled to perform some property restoration, replacing concrete panels, and performing a water main shutdown Tuesday August 2, 2022, from 9 AM to 5 PM and will affect 9 residents. This shutdown is to tie in new 8” DI water main to existing 6” AC water main on 91st Ave SE. Flaggers will continue to maintain a one-lane road during 7:00 AM to 5:00 PM working hours.

July 14, 2022 Update

Construction has begun as of July 11, 2022, on the 2022 Water System Improvements Project (Madrona Crest E)! The contractor, Fury Site Works Inc, is working on SE 40th Street from Gallagher Hill Road to 88th Ave. SE. The contractor is performing water service upgrades this week. The week of the 18th they will continue with water service upgrades as well at a 12” tee and valve cluster install at 90th Ave SE and SE 40th Street. The tee “cut in” is scheduled for Thursday, July 21, 2022, from 9 AM to 5 PM and will affect 16 residents. Flaggers will continue to maintain a one-lane road from 7:00 AM to 5:00 PM working hours.

Week of July 11th Update

Fury Site works has begun construction on SE 40th St from Gallagher Hill road to 88th ave SE as of Monday, July 11, 2022. They are working to switch over water service lines to the new 12" water main on the south side of SE 40th Street and abandon the old lines off of the old 6" AC watermain. This work will continue into early August. Please expect delays through the construction area.

April 2022 Update

The project design was completed in mid-March. Three construction bids were received and opened on March 30. The lowest responsive bidder was Fury Site Works, Inc. (Fury) from North Bend, Washington.  Staff will request the award of the construction contract to Fury at the April 19 City Council Meeting.

February 2022 Update

In December 2021, all survey work was done and the design was underway.  The project is currently in 50% design.  The next milestone will be the 90% design submittal in late February.  Completion of the final design is planned for late March.  Construction is expected to start in late spring or early summer 2022.

November 2021 Update

The project is currently in the early design phase with surveying on schedule for November. Construction contract bidding is anticipated to take place in March of  2022.

 

May 2022 Update

Fury Site Works Inc., (Fury) was awarded the contract for this project on April 19, 2022. Currently, the team is in the pre-construction phase, gathering contract documents and preparing for the pre-construction meeting planned for May.
