Mercer Island’s Vision

The City’s Comprehensive Plan states, “Mercer Island is not an island unto itself.” While we are part of a complex regional system, we strive to maintain local control and preserve a safe and livable residential community. We endeavor to continuously provide and improve quality municipal services and foster fiscal responsibility. We value excellence in education, act as stewards of the environment, and endeavor to be open and transparent and to balance the economic, environmental, and social well-being of our entire community.

2023-2024 CITY COUNCIL PRIORITIES

As part of the 2023-2024 Biennial Budget process, the City Council adopted priorities for the upcoming year. The priorities are intended to guide planning and decision-making through the year and into the next biennium. This includes working towards desired outcomes on a wide range of major projects, new activities, and ongoing work plan items. The Council Priorities as adopted during the 2023-2024 Biennial Budget process are as follows:

Priority 1 - Develop data-driven economic development and retail plans and strategies to activate Town Center and other business areas.

Priority 2 - Sustain and enhance our natural environment, especially parks and open spaces, to benefit this generation and others that follow.

Priority 3 - Make once-in-a-generation investments to update and modernize aging infrastructure, capital facilities, and parks.

Priority 4 - Focus efforts and actions to be an environmentally and fiscally sustainable, connected, and diverse community.        

On May 23, 2023 the City Council held its Mid-Year Planning Session where the City Manager presented the final 2021-2022 Work Plan update and introduced the 2023-2024 Work Plan. The Council Planning Session agenda, packet, and video are available here.

2023-2024 DEPARTMENT WORK PLANS

Included in the 2023-2024 Biennial Budget, are individual department Work Plans (those can be found in Section D: Operating Budget by Department). Work plan items were discussed during the Mid-Year Planning Session (AB6256). For ease of access, department Work Plans have been consolidated into Exhibit 3 and high visibility work plan items have been included in a three-year graphic (see Exhibit 2).
