RFP 25-36 2025 Mobile Asset Data Collection
The purpose of this Request for Proposals (RFP) is to solicit proposals from experienced Mobile Asset Data Collection Consultants focusing primarily on Pavement Condition Index ("PCI") & Deflection Testing, Sign Inventory and Sign Retroreflectivity technologies to collect updated pavement and sign information for the City of Mercer Island ("City").
Detailed information on the requirements is provided in Section 2.0: Project Information and Requirements (see the complete packet linked below).
REQUEST FOR PROPOSAL SCHEDULE
The following schedule provides key dates for the consultant selection process. The City reserves the right to change these dates and will notify Consultants in such a case. All times listed are Pacific Daylight Time (PDT).
- Request for Proposal Release - Wednesday June 25, 2025
- Consultant Inquiries - By 5pm, Thursday, July 3, 2025
- City Response to Inquiries - By 5pm, Friday, July 11, 2025
- Proposals Due - By 5pm, Thursday July 24, 2025
- Consultant Selection Announcement - On or before 5pm, Friday, August 1, 2025
SUBMISSION OF PROPOSALS
Proposals are due no later 5:00 PM, PDT Thursday July 24, 2025.
Proposals must be submitted in electronic format. The City prefers to receive proposals in PDF format, via email.
Proposals should be marked as follows and sent to:

- Subject: RFP #25-36: Mobile Asset Data Collection Proposal 2025
The City reserves the right to reject any or all proposals. A letter committing your firm to the proposal must be signed by a responsible and authorized officer of your organization and accompany the proposal.
The proposal must include all the requirements contained within this RFP.
Following submission of proposals and final evaluation, the City of Mercer Island will have the right to retain the proposals for any unsuccessful bids.
