Island Crest Way and SE 40th St​Project Details/Neighborhood

​Background

On July 6, 2021, the City Council authorized the acquisition of the 4004 parcel on the corner of 40th and Island Crest Way. This was an opportunity for the City to acquire a property adjacent to the roadway intersection with the highest traffic volumes on the island. It is also along a pedestrian route to schools, churches, parks, the Boys & Girls Club, and Mary Wayte Pool. Ownership of the property provides an opportunity for the City to make transportation improvements that align with the goals of the Transportation Improvement Program.  

Goals

  • Maintain and reinvest in existing transportation facilities.
  • Enhance the safety of the transportation network.
  • Improve roadway/intersection capacity when traffic congestion exceeds the level of service standard (e.g. widening, turn lanes, traffic signals, signal timing).
  • Enhance and fill in gaps in the pedestrian facility network in conjunction with the Pedestrian and Bicycle Facilities Plan.
  • Improve pedestrian facilities in compliance with the Americans with Disabilities Act (ADA) Transition Plan (e.g. add/improve ADA ramps, sidewalks, crosswalk pushbuttons).
  • Mitigate traffic and safety concerns due to the I-90 center roadway closure and opening of the East Link Light Rail station.
     

Considering these goals, the site was cleared, and the existing house was deconstructed in early 2022. The design of transportation and landscaping improvements for the site has been completed and the overall project will: 
 

  • Improve a safe pedestrian route by widening the sidewalk on Island Crest Way. 
  • Improve ADA accessibility by updating an ADA curb ramp. 
  • Remove visual obstructions such as fences and vegetation to clear sight lines. 
  • Add landscape features (timber steps, rockery wall, plantings, and benches). 
  • Accommodate future roadway widening if necessary due to traffic growth.

The landscaping contractor was out last week and made minor adjustments to the irrigation heads, replaced some damaged plants, and seeded the grass area for a second time. Once

the grass becomes established later this spring the orange construction fencing will be removed and the parcel will be opened to the public.

Last week the landscapers completed the installation of irrigation, topsoil, mulch, and plants. The project is substantially complete with minor touch up and punch list items to complete. The lawn area in the center of the parcel will remain closed to allow the new grass seed to establish.

November 16, 2023 Update

On Monday November 6, Kamins Construction began work on the project. The northbound outside lane of Island Crest Way will be closed in the vicinity of the project during work hours as needed to accommodate construction, including sidewalk widening. Please expect some travel delays in these areas as well as some heavy equipment and truck traffic.
