​Background

The tennis courts at Luther Burbank Park were constructed in 1972 below grade and on top of a dense silt/clay subgrade. The subgrade has settled over the last 50 years, and the court surface has become wavy, affecting recreational play. Tree root intrusions also created extensive cracking in the asphalt surface, which has been patched temporarily. The 2022 PROS Plan identified these courts as a preferred location for pickleball court design, and this project will meet goals set forth in the ADA Transition Plan.

The City was awarded grant funding through the King County Parks Capital and Open Space Program to complete the design for this project.

Description

This project includes reconstructing the asphalt base of the courts, restriping, and installing new netting systems as needed. Two of the three existing courts will be converted to pickleball use, and the third court may be converted to shared-use or to only pickleball use. The project will also include limited grading in the southwest corner of the facility to improve access to the courts.

July 2023

May 2023

DA Hogan has developed several layout concepts that are being reviewed by CIP, Parks Operations, and Recreation staff, with input from pickleball community members. Staff aim to finalize the design and proceed to permitting in June. Construction is tentatively planned to begin in late summer/early fall, with completion planned for 2024.

March 2023

On March 2, the Parks & Recreation Commission accepted the staff recommendation to permanently stripe all three tennis courts for pickleball use (Video; discussion begins at approximately 1:52:41). The final number of striped pickleball courts will be determined during the design process; project design is expected to begin by the end of Q2 2023.

February 2023 

The City is contracting with DA Hogan to complete the design for this project. On March 2, the consultant and staff will discuss the project with the Parks & Recreation Commission, including determining whether to permanently stripe the third court for pickleball-only or for shared-use.
