25-02 RFQ - Heavy Civil General Contractor / Construction Manager Services for New Water Supply Pipeline Project

REQUEST FOR QUALIFICATIONS: RFQ No. 25-02
Notice is hereby given that the City of Mercer Island (City) is announcing this Request for Qualifications (RFQ) to solicit Statement of Qualifications (SOQ) from qualified contractors to provide professional Heavy Civil General Contractor / Construction Manager Services for New Water Supply Pipeline Project. Work includes pre-construction and construction services for a new water supply pipeline on Mercer Island with approximately 5,000 feet of 24” restrained joint ductile iron pipe and related street and sidewalk improvements. Work includes:
- Provide pre-construction consulting services including cost estimating, scheduling, phasing, logistics, constructability reviews, selection of materials, building systems and risk mitigation.
- Provide integrated use of current design and construction technology including Engineering Information Modeling and Virtual Design and Construction as appropriate.
- Assist in establishing performance goals with the project team for the design, construction and methods to achieve these goals.
- Consult with City to develop subcontracting plan
- Solicit and manage subcontractor and supplier procurement/bidding.
- Assist City in determining the best overall value of self-performed work by the GC/CM according to RCW 39.10 for Heavy Civil projects.
- Provide construction services to deliver this project safely, on time and on budget.
Statement of Qualifications with requirements, as outlined in the RFQ package, must be received, not sent, no later than 2:00 PM on Wednesday, February 19, 2025
All SOQs will only be accepted via electronic transmission. Submit SOQ packets to: bids@mercerisland.gov with the email subject line clearly titled: “SOQ for Heavy Civil GC/CM Services for New Water Supply Pipeline”.

The City of Mercer Island, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 23 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
