Bidders shall submit their bids in PDF format to the Public Works email address at: bids@mercerisland.gov. Sealed bids will be received, not sent, electronically by the City until 2:00 PM on Thursday, January 29, 2026. There will be no public bid opening for this project. Bid results will be posted on the City’s web page at: https://www.mercerisland.gov/rfps.
Bidder questions are to be directed to Chris Marks, Utilities Engineer, by email only at chris.marks@mercerisland.gov. The City will receive questions until 12:00 PM on Thursday, January 22, 2026. Questions received after this date will not be answered. All questions and responses will be posted in an addendum by 12:00 PM (noon) Monday, January 26, 2026 to the Builders Exchange site.
Work to be performed under this contract includes, but is not limited to furnishing all labor, equipment, and materials necessary for replacement of an existing generator located in a vault. Work involves removal of a portion of the vault roof, removal of the generator and ancillaries, installation of a new generator and revisions, replacement of generator electrical components such as ATS, conduit, and wiring, installation of a fuel tank, concrete work for generator pad, HVAC fan and ductwork, combustion air piping and insulation, lighting, new concrete air exhaust plenum, appurtenances, and landscaping work. Temporary erosion/water pollution control, temporary traffic control and devices, property restoration and other miscellaneous items will also be necessary to complete the work.
A non-mandatory pre-bid walk-through will be held on Tuesday January 13, 2026, at 10:00 AM. Pacific Standard Time. Walk-through will occur at the pump station, located on the southeast intersection of SE 32nd Street and 74th Ave SE. Street parking is available on both streets. The meeting will discuss the work, bidding forms, and procedures. Contractors are strongly encouraged to visit the site prior to the walk through to gather questions and specific items to review at the meeting. Attendance by bidders, subcontractors, and suppliers is strongly encouraged. A sign-in sheet will be provided. The City, at its sole discretion, may schedule additional pre-bid meeting/walk-through.
The City reserves the right to reject any and all bids and to waive minor irregularities.
No major construction work shall occur on N Mercer Way, 62nd Ave, 60th Ave SE, and SE 32nd St. from July 31st, 2026, through August 2nd, 2026. Seafair airshow practices will close the I-90 floating bridge several times on these days, which greatly increases the mid-day traffic volume through N Mercer Way, 62nd Ave, 60th Ave SE, and SE 32nd St.

A bid deposit in the amount of five percent (5%) of the bid total price must accompany each bid.
